Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Election Guidance, Claims Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these political entities, the study indicated.

Official Warns Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed across the continent for the performance of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, implying the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
